		<description>I have a neighbor who is not from here, she is from mexico and has her green card.  Well, she had been complaining to the manager at the apartment complex where we live that her upstairs neigbors smoke a lot and the smell has overcome her apartment, mind you she has an 11 year old and I have walked into her home, and just being in their for two or three minutes, I can&#039;t even stand to be in there and I&#039;m out the door.  She complained again to the manager, who called her boss up at the management office that runs the apartment and they told her that since she is complaining, she is the one that needs to move.  And mind you, there is no units available and she hasn&#039;t signed her lease and the manager told her she could put her on the waiting lease, but that she would have to move by the end of this month.  These apartments are no safe , and the management stinks.  The prior manager was accused of stealing and pocketing the renter&#039;s moneyorders and the tenants had to show proof that they paid their rent.  Can someone please help me in helping her to see what her rights are and if its fair that she has to move.  She was going to sign her lease but thought that the manager could help her.  We were wrong.</description>
